E/Airport Way, Sec. 18, TIS R7E MDB & 1 3-14-78 <br /> FINDINGS <br /> I. FINDINGS <br /> A. This existing facility is a large volume transfer station on 5 .06 acres <br /> which consists of an open concrete walled structure surrounded by a <br /> paved lot. Waste materials are accumulated at ground level between two <br /> concrete walls and dumped by gravity into truck vans located below the <br /> accumulation area. Loaded vans are then routed to the rear yard area <br /> where they are covered for transportation to the Foothill Landfill Site <br /> on Waverly Road, Linden, California. <br /> A recovery area has been established for the hand separation of ferrous <br /> metals and aluminum materials . All materials salvaged are transported <br /> by a ten (10) wheel dump truck to local Stockton firms for sale. <br /> The facility receives 2,000 cubic yards each day on a seven (7) day per <br /> week basis . Hours of operation are 7 :00 a.m. to 5 :00 p .m. Wastes re- <br /> ceived at the site include the following: <br /> 1 Residential refuse. <br /> 2. Commercial solid wastes . <br /> 3. Tires . <br /> 4. Construction/demolition wastes . <br /> B. Operations and design immediately prior to August 15 , 1977 were as <br /> specified by the Report of Station Information dated October 12, 1977 <br /> which is hereby made a part of this permit. <br /> C. This facility's operations are currently in substantial compliance with <br /> State Minimum Standards as determined by a physical inspection made on <br /> November 2 , 1977 , except that they violate Sections 17461, 17462, 17463, <br /> 17481, 17484, 17491, 17497 , 17531, 17532 , 17535 , 17550 ,and 17561. The <br /> conditions of this permit establish an appropriate schedule for compliance <br /> with these sections <br /> This permit is granted solely to the operator named above, and is not transferable. Upon a change of <br /> operator, this permit is subject to revocation. Upon a significant change in design or operation from <br /> that described in this permit or in attachments thereto for the existing design and operation of a <br /> facility operating immediately prior to August 15, 1977, or from the approved intended 'design and <br /> operation of a facility which was not operating prior to August 15, 1977, or which herein is'granted <br /> a permit modification, this permit is subject to revocation, sLrspension, modification or other <br /> appropriate action. <br /> This permit does not authorize the operation of any facility contrary to the State Minimum Standards <br /> for Solid Waste Handling and Disposal.
