Box 1810 <br /> Stockton, CA 95201 <br /> RE: Waste Removal Plan for the Lovelace Transfer Station <br /> San Joaquin County Environmental Health Division (EHD) and the <br /> California Integrated Waste Management Board will require only a <br /> waste removal plan for the Lovelace Transfer Station so it can be <br /> reasonably assured that waste materials and degraded soils are <br /> removed and disposed of in an environmentally safe manner. Our <br /> understanding of the Final Environmental Impact Report (ETR) dated <br /> June, 1993 is that the removal of the buried wastes will be done in <br /> accordance with Geotechnical Report dated Januray, 1993 (Page F-10, <br /> Site Preparation and Grading included in Draft EIR) , which states <br /> "In areas where old, buried landfill debris is located beneath <br /> structures or paved areas, we recommend that all debris be <br /> excavated and replaced with Engineered Fill" . The waste removal <br /> plan gives the regulatory agencies an opportunity to review and <br /> comment on the plan. <br /> On February 17, 1994, a "Health & Safety Plan for the Excavation <br /> Activities at the Lovelace Transfer Station" (HSP) was submitted <br /> for review. The HSP does address many important issues of waste <br /> removal of old landfills however, alone it is an incomplete <br /> document for a waste removal plan. The waste removal plan must <br /> include, but is not limited to the following: <br /> 1. Show the location on a map the known boundaries of the <br /> disposal site including the existing features of the station. <br /> 2 . Waste Characterization - Describe how the waste was generated <br /> and the method of disposal used. Describe the type of wastes, <br /> volume, and dimensions of the disposal site. Include any <br /> previous testing or exploration of the disposal site. The <br /> metals characterization plan to assure statistical <br /> significance should include such things as total number of <br /> samples, total number and type of control samples to be taken, <br /> method for determining random location of samples, and the <br /> total area to be sampled. <br /> 3 .
