2.4.13.3 Electricity: The existing service point on Lovelace Road will be used. Power and
lighting will be provided for the various buildings, scales, well, pumps, fuel
dispensers, stationary clamshell, as well as outdoor lighting. A back up
emergency generator will be provided. Battery back up will also be available for
the scales, computer system, and alarm system.
2.4.13.4 Telephone: Telephone service will be provided for all the buildings.
2.4.14 Fencing
Chain link fencing and gates around the maintenance yard and site perimeter will provide
security and will assist in the control of blowing litter.
2.4.15 Landscaping
As shown on Plate 5, Preliminary Landscaping Plan, planting of trees and shrubs is proposed
to screen the station from off-site viewers and to enhance the station's appearance. Plantings will
be selected to require minimal maintenance. All landscaping will be irrigated initially until plants
are established. Irrigation will be continued only as necessary to avoid damage to the plants.
2.4.16 Potential Expansion Area
A parcel of 2.8 acres is located north of the existing facility which may be considered for
acquisition when expansion plans are developed in the future. Buried waste from past disposal
operations is believed to exist in this area.
2.5 PROPOSED OPERATIONS
2.5.1 Disposal
The general public is directed to the Public Disposal Area. The vehicles are backed to the edge
of the Public Disposal Area and the waste is unloaded into the Tipping/Sorting Floor four feet
below.
The commercial vehicles are directed to the Commercial Disposal Area where they unload into
the Tipping/Sorting Floor eight feet below.
2.5.2 Resource Recovery
The primary function of the Transfer Station is carried on inside the Transfer Building. After
the public and commercial vehicles unload the waste into the Tipping/Sorting Floor, the
recyclable materials are manually separated from the waste stream by station personnel. Then,
front-end loaders push the materials toward the south edge of the floor and ultimately they are
dropped into the roll -off bins stationed along the loading dock located at the south edge of the
Tipping/Sorting Floor.
=
