The existing facility is <br /> centrally located in San Joaquin County on a 5-acre parcel on the <br /> north side of Lovelace Road, between Union Road and Airport Way, <br /> five miles south of the City of Stockton and 2 miles north of the <br /> City of Manteca. The project site began operating in the 1960' s <br /> as a privately owned and operated transfer facility. Soils <br /> testing on the project site indicate the presence of a former <br /> dump site (circa 19501s) in the northeast portion of the site. <br /> This material consisted of glass, metal, ash, and tires to a <br /> depth of 11 feet . Since 1977, San Joaquin County has operated <br /> the transfer station continuously and has done limited recycling <br /> in conjunction with the transfer station. The .facility is <br /> permitted to receive a maximum of 700 tons per day (TPD) and <br /> handles a daily average of 350 TPD. <br /> The proposed project will renovate and expand the existing <br /> Lovelace Transfer Station at its present location to betterserve <br /> the long term solid waste disposal needs of the Central San <br /> Joaquin County Area. The expanded facility will have a design <br /> capacity of 1, 300 tons per day. The facility will consist of a <br /> single large structure of steel frame construction with metal <br /> siding and reinforced concrete foundations, covering an area of <br /> approximately 120, 000 square feet . The Transfer Building <br /> structure will be approximately 50 feet in height and encompass <br /> four different areas for Public Disposal, Commercial Disposal, <br /> Tipping and Sorting activities and a Transfer Tunnel for ingress <br /> and egress of solid wastes . <br />
