SCH # 92092072 :&raft EIR <br /> Lovelace Transfer Station Expansion Project ' <br /> Page 2 : <br /> In addition, the site will include the following components: <br /> a recycling" area, recycling drop-off area, hazardous waste <br /> storage area, scale house, scales, office/maintenance building, <br /> employee/visitor parking, transfer trailer parking, fuel station, <br /> roadways, retention pond, utilities, fencing, and landscaping. <br /> Construction of the new facility will be phased in three <br /> sequences to allow for uninterrupted operation for the existing <br /> facility and a smooth transition after the new facility is <br /> completed. On-site drainage measures will consist of a network <br /> of catch basins and pipes and drain into an unlined retention <br /> pond. The retention pond will collect and retain site storm <br /> drainage for percolation and evaporation and shall be designed to <br /> retain. storm water for two 100-year storms . <br /> California Integrated Waste Management Board (Board) staff have <br /> reviewed potential significant impacts associated with the <br /> project and offer the following comments: <br /> GENERAL COMMENTS <br /> The proposed project is adjacent to an abandoned landfill . <br /> Recently, (13 :50 ,p.m. , June 9, 1993) Board staff phoned Mr. Ken <br /> Hill, Project Environmental Coordinator, regarding the old <br /> landfill . Mr. Hill indicated that approximately 10 feet of the <br /> original 200 foot landfill adjacent to the site will be excavated <br /> for project development. This portion of the .old landfill is <br /> needed for planned roadways and the site' s commercial scale. The <br /> remaining portion of the old landfill is not owned by the County <br /> and not a portion of this project. <br /> Although the project proponent is attempting to acquire a limited <br /> section of the old landfill adjacent to the site as a portion of <br /> this project, Board staff suggest that the lead agency consider <br /> "clean closure" of the entire landfill site . Attached is a copy <br /> of information regarding "clean closure" of old or abandoned <br /> landfills. Board staff request that the .Final EIR include a <br /> description of operating procedures and occupational safeguards <br /> to be implemented for the proposed project. Impacts to employee <br /> health and safety and the public should be a priority, given the <br /> potential for exposure to hazardous or potentially hazardous <br /> wastes. <br /> MITIGATION MONITORING AND IMPLEMENTATION SCHEDULE <br /> Table 2 .1 of the Draft EIR should be identified as a Mitigation <br /> Monitoring and Implementation Schedule or Plan as required by <br /> Public Resources Code, Section '21081. 6 at the time of local <br /> adoption of the environmental document. <br /> Chapter 5.0 - TRANSPORTATION CIRCULATION <br /> California Code of Regulations ' (CCR) , Title 14, Division 7, <br /> Article 5, identifies standards which apply to all facilities, <br /> equipment, or vehicles used for storage, removal, transport, and <br /> other handling of solid waste. <br />
