Board staff <br /> request that traffic accident waste clean-up procedures be <br /> identified in the Table 2 .1 mitigation plan. <br /> Chapter 6.0 - PUBLIC SERVICES and FACILITIES <br /> The Draft EIR identified public health and safety hazards <br /> associated with the transport and handling of various waste types <br /> at the including hazardous wastes and household hazardous wastes . <br /> The facility should have a site safety plan which addresses <br /> operational and contingency measures and provides adequate <br /> information associated with relative risks- .from the <br /> identification, handling, reporting, storage, and recycling or <br /> disposal of prohibited wastes with the project. The facility' s <br /> safety plan should be addressed in the Final EIR. <br /> UTILITIES <br /> Board staff request that the Final EIR identify the proposed <br /> daily water requirements for the project and the potential for <br /> increase in use of the proposed amounts of water for the project <br /> over the lifespan of the facility in relation to anticipated <br /> water availability. Staff encourage the use of water recycling <br /> techniques whenever possible to lessen the impact on regional <br /> water supplies . Please include a description of water <br /> conservation measures for the project in the Final EIR and Table <br /> 2 . 1 . <br /> Chapter 10.0 - AIR QUALITY: ODOR <br /> Board staff request that specific characteristics for chemical <br /> and physical suppressants for odor control, and emergency <br /> mitigation measures for odor control during any potential <br /> catastrophic event be addressed in the Final EIR and Table 2 .1. <br /> The Final EIR should discuss appropriate mitigation measures for <br /> air quality impacts, specifically, mitigation of air pollutants <br /> which are released as a result of waste degradation at the <br /> facility. Additional air quality mitigation measures should be <br /> included in Table 2 . 1 . <br /> VECTORS <br /> Vectors often associated with solid waste recovery and disposal <br /> activities include birds, rodents, flies, and mosquitoes. It <br /> would be helpful if the Final EIR discussed current vector <br /> control measures at the facility. Additional mitigation measures <br /> associated with vectors should be included in Table 2 .1 . <br />
