< SCH # 92092072 : Aft EIR Lovelace Transfer Station Expansion Project Page 5 On October 22, 1992, Board staff submitted comments to assist the lead agency in preparation of the Draft .EIR. In that letter, Board staff requested that the lead agency contact the Regional Water Quality Control Board (RWQCB) , Central Valley Region, for liner requirements for the retention ponds . Board staff reiterate our original request that the lead agency should contact the Regional Water Quality Control Board (RWQCB) , Central Valley Region, to discuss impacts with solid waste extraction and the potential for elevated water quality parameters and the impacts upon water quality as a result of the proposed project (Attachment) . The Draft EIR indicated that water quality mitigation measures involved monitoring of the retention pond.water and would mitigate water quality impacts to a level of insignificance. Board staff concur that the retention pond monitoring is a mitigation measure, but this measure is limited to the retention pond and may not serve as an effective mitigation measure for groundwater monitoring beneath the site. -Chapter 16.0 - -HAZARDOUS MATERIALS Page 16-1 states : An area designated for Household Hazardous Waste (HHW) will receive used batteries, latex paint, waste oil, and antifreeze. It is planned to handle these materials as is currently done at the North County Recycling Center and Sanitary Landfill . The hazardous waste will ultimately be disposed of at a licensed facility or transported to appropriate recycling facilities. If hazardous wastes were disposed in the adjacent landfill, excavation of previously disposed material could expose workers and site employees to health and safety impacts. Employee health and safety protection measures as well as potential health hazard construction personnel and the general public should be paramount in the establishment of the facility. Please identify worker and public health protection measures in a site safety plan and Table 2 . 1 in the- Final EIR. HOUSEHOLD HAZARDOUS WASTE CONTROL MEASURES Although the occurrence of a spill or accident involving HHW at the site may be rare, Board staff request that a general description of the load checking program be identified in the Final EIR. In addition, Board staff request the Final EIR include the following: * A description of hazardous materials required and hazardous wastes generated during project implementation. * A discussion of public information procedures which indicate the accepted and excluded materials for retrieval at the site.
