< SCH # 92092072 : Aft EIR <br /> Lovelace Transfer Station Expansion Project <br /> Page 5 <br /> On October 22, 1992, Board staff submitted comments to assist the <br /> lead agency in preparation of the Draft .EIR. In that letter, <br /> Board staff requested that the lead agency contact the Regional <br /> Water Quality Control Board (RWQCB) , Central Valley Region, for <br /> liner requirements for the retention ponds . Board staff <br /> reiterate our original request that the lead agency should <br /> contact the Regional Water Quality Control Board (RWQCB) , Central <br /> Valley Region, to discuss impacts with solid waste extraction and <br /> the potential for elevated water quality parameters and the <br /> impacts upon water quality as a result of the proposed project <br /> (Attachment) . <br /> The Draft EIR indicated that water quality mitigation measures <br /> involved monitoring of the retention pond.water and would <br /> mitigate water quality impacts to a level of insignificance. <br /> Board staff concur that the retention pond monitoring is a <br /> mitigation measure, but this measure is limited to the retention <br /> pond and may not serve as an effective mitigation measure for <br /> groundwater monitoring beneath the site. <br /> -Chapter 16.0 - -HAZARDOUS MATERIALS <br /> Page 16-1 states : <br /> An area designated for Household Hazardous Waste (HHW) will <br /> receive used batteries, latex paint, waste oil, and <br /> antifreeze. It is planned to handle these materials as is <br /> currently done at the North County Recycling Center and <br /> Sanitary Landfill . The hazardous waste will ultimately be <br /> disposed of at a licensed facility or transported to <br /> appropriate recycling facilities. <br /> If hazardous wastes were disposed in the adjacent landfill, <br /> excavation of previously disposed material could expose workers <br /> and site employees to health and safety impacts. Employee health <br /> and safety protection measures as well as potential health hazard <br /> construction personnel and the general public should be paramount <br /> in the establishment of the facility. Please identify worker and <br /> public health protection measures in a site safety plan and Table <br /> 2 . 1 in the- Final EIR. <br /> HOUSEHOLD HAZARDOUS WASTE CONTROL MEASURES <br /> Although the occurrence of a spill or accident involving HHW at <br /> the site may be rare, Board staff request that a general <br /> description of the load checking program be identified in the <br /> Final EIR. In addition, Board staff request the Final EIR <br /> include the following: <br /> * A description of hazardous materials required and hazardous <br /> wastes generated during project implementation. <br /> * A discussion of public information procedures which indicate <br /> the accepted and excluded materials for retrieval at the <br /> site. <br />
