SCH # 92092072 : raft EIR 1
Lovelace Transfer Station Expansion Project
Page 6
CONCLUSION
In accordance with 14 CCR 7, 3 . 6; Transfer/Processing Station
Standards, the owner or operator of a processing station such as
Lovelace shall demonstrate to the satisfaction of the local
enforcement agency and the Board that the activities and
operation of the facility will follow recognized methods and
operate in a manner consistent with reducing environmental
impacts with the potential to threaten public health and safety
and the environment.
It would be helpful if the information requested be included in
the Final "EIR, and that adequate time for- subsequent review and
possible additional comment on the Final EIR be provided. Board
staff recommend that the lead agency consider comments from
additional responsible agencies and the Local Enforcement Agency
prior to local adoption of the Final EIR for the proposed
project .
The proposed facility will assist San Joaquin County's solid
waste management infrastructure and incorporate the goals
established by the Integrated Waste Management Act, otherwise
known as Assembly Bill (AB) 939, which promotes a statewide
hierarchy of integrated waste management in the order of source
reduction, recycling, and composting.
If you have any questions regarding these comments, please
contact me at (916) 255-2427.
Attachments
CC : Ed Padilla, LEA
San Joaquin County
Environmental Health Division
P.O. Box 2009
Stockton, CA 95201
Robert Evans, RWQCB, Central Valley Region
