SUMMARY OF TOPICAL ISSUES <br /> 1. Growth-Inducing Impacts <br /> The project will provide a service to area residents, and in and of itself will <br /> not be growth inducing. <br /> 2. Cumulative Impacts <br /> The transfer station is expected to be one of several developed in the <br /> County over the next 20 years. As such, projects of this type will tend to <br /> have a cumulative effect,but will be environmentally beneficial. <br /> 3. Effects Found Not To Be Significant , <br /> Environmental topics not discussed in the Draft EIR include: <br /> - Changes in geologic substructure <br /> - Changes in stream courses <br /> Regional changes in climate <br /> - Reduction in water available <br /> - Exposure of people to flooding <br /> - Depletion of natural resources <br /> - Effects on human population <br /> - Effects on housing , <br /> - Use of substantial amounts of energy <br /> - Effect on recreational opportunities <br /> 4.
