The summary of environmental effects is shown in Table 2-1, which also <br /> includes a statement of significance for each environmental issue before and after <br /> mitigation. <br /> Also included with this chapter is a summary of the proposed project description, a <br /> summary of alternatives to the proposed project, and brief summaries of the other <br /> topical issues addressed in the Draft EIR. <br /> A. SUMMARY OF PROJECT DESCRIPTION <br /> Project Name: Lovelace Transfer Station Renovation and Expansion <br /> Project Proponent: Department of Public Works,County of San Joaquin <br /> Project Location: On the north side of Lovelace Road between Ai port Way <br /> and Union Road,5 miles south of Stockton and 3 miles north <br /> of Manteca (APN 204-060-020) <br /> GeneralDescription: The project consists of renovating and expanding e <br /> existing solid waste transfer station to enable handling of up <br /> to 1,300 tons 'of solid waste per day. The project will also <br /> add a major recycling component to the operation in order <br /> to reduce the volume of solid waste entering the landfills. <br /> The project site will be increased from 5-acres to 15-acres, <br /> with all waste handling to be done within a new 120,000 <br /> square foot Transfer Building. <br /> B. SUMMARY OF ALTERNATIVES TO THE PROPOSED PROJECT <br /> Potential alternatives to the proposed project are discussed in more detail in Chapter <br /> 17.0, and are summarized as follows: <br /> Alternative No. 1: No Project Alternative <br /> The existing transfer station would continue to operate on the existing 5-acre site with <br /> solid waste material handlins.and loading taking place in the open. Existing problems, <br /> including a deteriorating facility, windblown litter, noise and traffic congestion would <br /> continue. <br /> Alternative No. 2: Alternative Site Plan <br /> An alternative site plan for the renovation and expansion has been proposed. This <br /> alternative would relocate the Office and Maintenance Building and parking areas. The <br /> 1 proposed operation of the facility would be the same as the proposed project. <br /> Alternative No. 3: South County Refuse <br /> This alternative would transfer south county solid waste to Lovelace on a temporary <br /> 2-1 <br />
