Mitigation Monitoring <br /> On September 23, 1988,Assembly Bill 3180 (Chapter 1232) became law. AB 3180 adds a <br /> major step to the CEQA process. It requires all state and local agencies to establish <br /> reporting or monitoring programs for projects approved by a public agency whenever <br /> approval involves the adoption of either a "mitigated negative declaration"or specified <br /> environmental findings related to "environmental impact reports." A reporting or <br /> monitoring program is intended to ensure the implementation of measures that public <br /> agencies impose to mitigate or avoid the significant adverse impacts identified in an <br /> environmental document. <br /> As drafted, AB 3180 calls for a reporting or monitoringprogram "designed to ensure <br /> compliance during project implementation." Thus, public agencies are given broad <br /> latitude in developing programs to meet the variety of projects and circumstances <br /> affecting their jurisdictions. <br /> Responsibility for the monitoring action rests with the Community Development <br /> Department staff during the review process, as they bring these requirements to the <br /> decision makers' attention, and with the Planning Commission and the Board of <br /> Supervisors as they consider the project. <br /> i <br /> 1-3 <br />
