I apologize for the confusion. One option would be to stop receipt of waste%: hour earlier, then a modification
would be possible. The change in green waste processing location can occur with an RFI Amendment.
CK
21620. CIWMB--Change in Design or Operation.
(4) Revised Permit
All other changes in design or operation require a revised solid waste facilities permit pursuant to§21665(e). The operator shall
submit an application package for a solid waste facilities permit revision pursuant to§21570 which shall be processed by the EA
pursuant to§21650.
Notwithstanding anything to the contrary in§21665(e), the following changes in design or operation are considered significant
and require an application for a revised permit:
(A) Increase in maximum amount of permitted tonnage of all waste received.
(B) Increase in the facility's permitted acreage.
(C) Increase in the permitted hours of operation.
(D)For landfills,increase in permitted disposal footprint and/or permitted(final grade)maximum overall height.
From: Robert McClellon [EH] [mailto:RMcClellon@sicehd.com]
Sent:Tuesday,September 29, 2015 11:30 AM
To: Natalia Subbotnikova [EH] <nsubbotnikova@sicehd.com>
Cc: Karl,Christine @CalRecycle<Christine.Karl @Cal Recycle.ca.Ro_v>
Subject: FW: Lovelace Transfer Station
Natalia, I asked about what process would be acceptable for the Lovelace permit(see below). I told a permit
modification would be okay. I think so. If so,you don't have to have a public info meeting, if they start the application
now it could move quickly. I don't think you can take an enforcement action without calling a violation first. You could
call it an area of concern as long as an application was in play to correct it if they move to the new hours before the
permit is modified.
