The drainage system at the LTS consists of a network of catch basins and pipes draining into an <br />is unlined retention pond designed to collect site drainage for percolation and evaporation. The <br />transfer tunnel and materials storage areas are provided with a sump and pump connected to the <br />on-site drainage system. <br />n <br />Back-up power is supplied automatically to sump pumps in the event of a power failure. A surface <br />drainage and water runoff control plan is shown on Figure 7. The design complies with the <br />NPDES industrial storm water permit regulations adopted by the State Water Quality Control <br />Board. <br />3.4.4 Dust Control <br />The primary source of dust generation is during unloading of waste and transfer into trailers. Both <br />ventilation fans and a misting system suppress dust on the tipping floor and in the raised <br />unloading area. <br />Outside the MRF, surfaces subject to frequent equipment and vehicle traffic are paved. A street <br />sweeper is used to clean the paved areas on site and access roads off site. A water truck is used <br />to lightly spray water on traffic areas to minimize the dust generation. Dust in the facility is also <br />suppressed by cleaning the equipment and the MRF floor on a routine basis. <br />3.4.5 Litter Control <br />All loads entering the facility require a tarp. Vehicles with uncovered loads may purchase a tarp <br />at the gate and the tipping fee is doubled for those vehicles. Load inspection crews are on hand <br />to collect any litter or other contaminants to the site as each truck unloads. Litter collected is <br />placed in covered receptacle and disposed. <br />The unloading of waste within the MRF affords adequate controls for wind blown materials. <br />Station maintenance is routine, consisting of equipment sweepers, regular staff and AWP <br />laborers. Controls include a set schedule for the roadway, grounds and buildings. Transfer trucks <br />are steam -cleaned in the truck wash daily and materials bins are cleaned periodically.
