During the dry season (May -October), provide equipment and staffing for <br />watering all exposed or disturbed sodsurfaces at least twice daily, including <br />weekends and holidays. An appropriate dust palliative -or suppressant, added to <br />water before application, should be utilized. <br />Require periodic clean-up of mud and dirt carried onto paved roads from the site. <br />(2) POTENTIALLY SIGNIFICANT IMPACT: ODORS <br />As part of the facility operation, a number of potential odor sources are present. <br />The solid waste itself is an obvious potential odor source. The unloading areas, <br />equipment that comes in contact with waste, collection vehicles, and landfill <br />transfer trailers are also potentia{ odor sources. <br />Findings: <br />Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect as <br />identified in the Final E1R. <br />Statement of Fact: <br />The impact will be reduced by the following: <br />The proposed transfer operation shall be enclosed in a building to reduce <br />exposure of waste to the atmosphere. <br />0 The tipping floor shall be regularly swept with a mechanical sweeper. <br />Transfer trucks and roll -off boxes shall be cleaned periodically in the wash station. <br />Odor complaints shall be referred to the San Joaquin Valley Unified Air Pollution <br />Control District for processing under Rule 4107. <br />F. NOISE <br />(1) POTENTIALLY SIGNIFICANT IMPACT. CONSTRUCTION PHASE NOISE <br />There would-be a significant shortnoise impact upon the residents located <br />directly north and south of the proposed facility. <br />Finding: <br />Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect as <br />identified in the Final EIR.
