0 <br />Procedures <br />The key element in the load checking program involves assigning facility staff to act as a load <br />checkers or "spotters" responsible for visually monitoring both the commercial and the <br />residential unloading area. Each spotter will have the ability to contact drivers of the scrapers <br />and the compactor to address apparent prohibited waste if it is noticed. Spotters will also carry a <br />copy of the Vehicle Log (Exhibit 1) to record the vehicle number of each vehicle and the hauler <br />name, assuming the customer is a commercial hauler. <br />In the commercial haul area, a "spotter" stands next to the vehicles being unloaded and examines <br />the contents of vehicles as the waste drops to the tipping floor. A minimum of two spotters will <br />be located on the tipping floor during commercial unloading. <br />In the residential ("self haul") area, a spotter also visually examines waste as it is unloaded. <br />Normally, more than one load checkers will be assigned to checking residential loads on the self - <br />haul side of the tipping floor. The spotters will be standing on the floor of the vehicle unloading <br />area. <br />The load checking program addresses several situations in which prohibited waste is discovered <br />after dumping at the facility, for which the County is responsible for disposal (Exhibit 2). <br />The actions taken upon the discovery of prohibited waste are as follows: <br />A. Load checker finds prohibited materials before customer leaves site: <br />Typically, the load checker will observe prohibited waste being dumped from a vehicle <br />and will instruct the customer that such waste may not be accepted at this facility. The <br />customer is then asked to remove the materials from the site and dispose of them at a site <br />licensed to accept such materials.
