If the prohibited material can be accepted at another County facility such as
the North County Recycling Center or the Household Hazardous Waste Consolidation
Facility, the customer will be informed of these options. Otherwise the customer is
advised to contact the San Joaquin County Environment Health Department at (209) 468-
3420 for further information on how to dispose of the materials. The incident is recorded
in the vehicle log kept by the load checker.
If the hazardous materials are not containerized such that the customer may transport
them from the site, or if the customer refuses to remove the material, then the customer is
informed that the County will contract with a licensed hazardous waste hauler to remove
and dispose of the materials, and that the customer will be billed for the costs incurred.
The customer may elect to remove the unacceptable materials at that time. The incident
is logged in the vehicle log and site incident log and the site foreman follows the
procedures listed in "Procedures for Handling Identified Hazardous Waste".
B. Load Checker finds prohibited materials attributed to a customer after the customer has
left the site:
This situation may arise when a load is checked after a vehicle, whose license plate
number has been logged, has left the site and the load is known to have been dropped by
that vehicle. The facility staff member who discovers the material first notifies the area
foreman.
If the waste is containerized for transport, it is moved to a hazardous waste storage
locker or other safe location by landfill employees using a tractor loader. The container
is marked with the date and time of discovery, load checker or person who discovered
materials, and license plate number of the responsible party if known. The incident is
documented in the vehicle log and site special occurrence log.
Lovelace Transfer Station
HHW Exclusion Program
April 2010
Solid Waste Division
Public Works Department
San Joaquin County
