CHAPTER I <br /> INTRODUCTION <br /> A. PROJECT BACKGROUND <br /> Stockton Scavengers Association, a subsidiary of Waste Management, Incorporated, operates a <br /> solid waste transfer station at 1240 Navy Drive in Stockton. In 1989 Stockton Scavengers <br /> Association applied to the City of Stockton for a Use Permit to expand operations from <br /> approximately 12 tons per day (TPD)to approximately 300 TPD. The City prepared an EIR <br /> (EIR 5-88) which was certified by the City Planning Commission on June 8, 1989. The City <br /> issued Use Permit No. 56-88 for the project on June 20, 1989. However, the project was not <br /> initiated, and a new CUP and corresponding CEQA documentation must be prepared to address <br /> changes in the project since the original EIR was certified. <br /> 1989 EIR <br /> The 1989 EIR analysis focussed on potential environmental impacts to Land Use,Public Health <br /> and Safety, and Traffic and Circulation,and identified measures to mitigate all the identified <br /> impacts to less than significant levels. The focus of the EIR analysis was determined prior to its <br /> preparation by a scoping process involving a Notice of Preparation(NOP)and preparation of an <br /> Expanded Initial Study. The NOP and Expanded Initial Study were sent to responsible and <br /> trustee agencies and other interested parties to solicit guidance regarding the scope and content of <br /> the EIR. During the scoping process,the following environmental effects were found not to be <br /> significant, or to be mitigable to a level of insignificance by measures proposed as part of the <br /> project, and therefore were not discussed in detail in the EIR: Visual Quality, Noise, Air Quality, <br /> Public Services and Utilities, and Hydrology and Water Quality. All the environmental impacts <br /> of the project evaluated in the 1989 EIR were mitigable to less than significant levels. <br /> B. PURPOSE OF THIS SUPPLEMENTAL EIR <br /> Stockton Scavengers Association currently proposes to expand its operations to approximately <br /> 1,150 TPD, including up to 150 TPD of green waste; to accept other categories of nonhazardous <br /> waste in addition to the commercial and industrial waste currently processed at the transfer <br /> station; and to add material recovery and green waste transfer operations at the project site. <br /> Presently approximately 1.5 TPD are processed at the site. In addition, the project would involve <br /> rezoning the portion of the site east of Pershing Avenue from Light Industry (M-1)to Heavy <br /> Industry (M-2) and the portion of the site west of Pershing from Commercial Manufacturing <br /> (CM)to M-2.
