I. INTRODUCTION <br /> e of this Supplemental EIR SEIR is to analyze the potentially significant <br /> The purpose pp (SEIR) Y P Y <br /> environmental impacts that result from the changes to the project that were not analyzed in the <br /> original EIR and to update,as necessary,information on current operations and existing <br /> conditions presented in the EIR. <br /> In accordance with the Initial Study conducted for this SEIR(see Appendix A)and the response <br /> to the Initial Study (Appendix B), the SEIR analysis focuses on the potential impacts of the <br /> revised project on Land Use, Air Quality, Traffic, and Noise.In accordance with Section 15125 <br /> of the state CEQA Guidelines,the analysis evaluates potential project impacts relative to current <br /> conditions. <br /> Section 15163 of the CEQA Guidelines (Public Resources Code Title 14,Chapter 3)calls for the <br /> preparation of a Supplemental EIR when an EIR has been certified for a project and the lead <br /> agency determines that only minor additions or changes would be necessary to make the previous <br /> EIR adequately apply to the project in the changed situation. Discussions between the City of <br /> Stockton and the Applicant indicate that a Supplemental EIR is the appropriate level of analysis <br /> for the proposed changes. <br /> Stockton Scavenger Transfer Station Expansion 1.2 ESA/990190 <br />
