CHAPTER 11 <br /> PROJECT DESCRIPTION <br /> A. PROJECT OBJECTIVES <br /> J J <br /> Stockton Scavengers Association has applied to the City of Stockton for a Conditional Use <br /> Permit(CUP)to expand the operation of its Transfer Station on Navy Drive. Specifically,the <br /> objectives of the project are as follows: <br /> • to increase permitted solid waste throughput to 1000 TPD; <br /> • to add material recovery facilities to enhance recovery of inerts and other recyclable <br /> materials; <br /> • to provide for the grinding and transfer of up to 150 TPD of green waste; <br /> • to add public self-haul wastes and potentially phase in collected residential waste to the <br /> types of wastes currently accepted(which consists of commercial,construction and <br /> demolition [C&D] and industrial waste); and <br /> • to bring the facility into compliance with the current City zoning. <br /> B. SITE DESCRIPTION <br /> The site is located at 1240 Navy Drive between Fresno Avenue,to the west,and Interstate 5 (I-5), <br /> to the east,in the western, south-central portion of the City of Stockton (see Figure II-1). <br /> Pershing Avenue is near the center of the flat,9.4-acre site. For this project, portions of Pershing <br /> and Faye Street will be abandoned by the City and incorporated into the site. This will increase <br /> the site from 9.4 acres to approximately 10.15 acres. The primary transfer and material recovery <br /> operations would occur in the 5.8-acre area east of Pershing Avenue(see Figure 1I-2). The <br /> undeveloped, 3.6-acre area west of Pershing would continue to be used for storage of rolloff <br /> containers. <br /> C. CURRENT OPERATIONS AND FACILITIES <br /> Current operations are similar to those described in the previous EIR (EIR 5-88),although the <br /> quantity of waste currently handled is approximately 1.5 TPD(or 40 tons per month),compared <br /> to approximately 12 TPD analyzed as the existing conditions in the 1989 report. No materials are <br /> currently being recovered at the facility. The transfer station operates Monday through Saturday <br /> from 4:00 a.m. to 5:00 p.m. Only Stockton Scavengers Association vehicles discharge waste at <br /> the site.
