B. PROJECT DESCRIPTION <br /> • Expanding width of the tipping area from approximately 100 feet to 150 feet (including both <br /> non-processable and processable areas). <br /> • Removal of existing maintenance and equipment storage buildings between the proposed <br /> inbound scale and the southern boundary of the site, approximately 160 feet west of the <br /> eastern boundary. (The sheds located north of the proposed inbound scale would remain.) <br /> • Inclusion as part of the site of the area west of Pershing Avenue and the area north of the <br /> Trinity Community Church (between the existing parking lot and Pershing Avenue). While <br /> the use of the container storage yard will remain the same, its current gravel surface will be <br /> replaced with an all-weather surface3. <br /> • Abandonment by the City of Stockton of portions of Pershing Avenue,Faye Street,and <br /> Temple Street, and dedication of rights-of-way by the applicant to the City of Stockton to <br /> accommodate creation of two cul-de-sacs—one on Temple Street and one on Pershing—and <br /> a knuckle at the intersection of Temple and Faye Streets. <br /> • Frontage improvements, which include the following: (1)construction of curbs and gutters on <br /> Navy Drive, on Temple Street to the cul-de-sac, and on Pershing to the cul-de-sac; (2) <br /> replacement of the existing surface drainage ditch with an adequately sized underground <br /> drain along the portion of Pershing Avenue that is to be abandoned,consistent with City <br /> standards; (3)construction of several small catch basins on Navy Drive to funnel water into <br /> an underground drainage pipe; (4)replacement of the aforementioned underground drainage <br /> pipe with a larger one sized to accommodate projected flows; and (5)extension of a pipe <br /> under Navy Drive to connect with the City's system on the north side of Navy Drive. A <br /> manhole also will be constructed at the point on the Pershing Avenue cul-de-sac that the <br /> outlet pipe from the stortnwater basin connects to the City's system. <br /> • Construction of a 6-foot solid masonry fence along the western boundary of the project site. <br /> • Adding green waste processing;the green waste pad would be located east of the proposed <br /> transfer area. <br /> STAFFING CHANGES <br /> The project would add eight employees to the existing staff: one green waste operator, one loader <br /> operator, and six line/floor sorters. Personnel duties could interchange depending on flows. <br /> STORAGE AREA <br /> The portion of the site west of Pershing(both south and north of Faye Street, which is to be <br /> abandoned and will become part of the site) would principally be used for storage of rolloff <br /> containers. This area would be paved with an all-weather surface. <br /> 3 Consistent with City standards,the all-weather surface would be constructed to provide a dust-and mud-free, <br /> permanent,and stable surface;it may be made of concrete,asphalt,or other material that would result in a <br /> comparable dust-free and stable surface. <br /> Stockton Scavenger Transfer Station Erpansion 11.7 ESA/990190 <br />
