II. PROJECT DESCRIPTION
EQUIPMENT
The following equipment would be used at the project site:
• 1 Tub Grinder
• 1 Caterpillar 950 Bucket Loader
• 1 Caterpillar 906 Bucket Loader
• l Caterpillar 950 Back-up Loader
• 1 Caterpillar 307 Excavator
• 1 Flat Screen (Screen All)
• 1 Forklift
• 1 Roll-off Truck
• 1 Feed Conveyor with Sorting Mezzanine
REZONING AND STREET ABANDONMENT
REZONING
Since the EIR was completed in 1989, City zoning was revised and transfer stations are no longer
allowed under the site's M-I (Light Industrial District) designation. As a consequence of the
1993 change in the zoning code the existing transfer station is considered a legal, non conforming
use in the M-I district. In addition, the proposed transfer station expansion includes the area west
of Pershing Avenue, which is currently zoned CM (Commercial Manufacturing District). To
bring the site into compliance with existing zoning, the portion of the site east of Pershing would
be rezoned from M-1 to M-2(Heavy Industrial District) and the portion of the site west of
Pershing would be rezoned from CM to M-2.
STREET ABANDONMENT AND LOT MERGER
The portion of Faye Street between Temple Street and Pershing Avenue, the portion of Pershing
Avenue south of the Trinity Community Church, and a small portion of the south end of Temple
Street would officially be abandoned by the City of Stockton prior to project implementation. In
addition, two of the three lots that constitute the portion of the site east of Pershing,Assessor's
parcel numbers 163-230-47 and 163-230-04, would be merged. The street abandonment and lot
merger will be completed prior to implementation of the project analyzed in this SEIR.
E. PLANS AND POLICIES
CONFORMANCE TO LOCAL SOLID WASTE MANAGEMENT PLANS
CITY OF STOCKTON
The City's Non Disposal Facility Element(NDFE) (1994) identifies the Stockton Scavengers
Association Transfer Station as one of the nondisposal facilities4 the City intends to utilize to
4 Nondisposal facilities include transfer stations, material recovery facilities, and yard waste composting facilities.
Stockton Scavenger Trun.+Jer Station Expansion H.8 ESA/990190
