II. PROJECT DESCRIPTION <br /> EQUIPMENT <br /> The following equipment would be used at the project site: <br /> • 1 Tub Grinder <br /> • 1 Caterpillar 950 Bucket Loader <br /> • 1 Caterpillar 906 Bucket Loader <br /> • l Caterpillar 950 Back-up Loader <br /> • 1 Caterpillar 307 Excavator <br /> • 1 Flat Screen (Screen All) <br /> • 1 Forklift <br /> • 1 Roll-off Truck <br /> • 1 Feed Conveyor with Sorting Mezzanine <br /> REZONING AND STREET ABANDONMENT <br /> REZONING <br /> Since the EIR was completed in 1989, City zoning was revised and transfer stations are no longer <br /> allowed under the site's M-I (Light Industrial District) designation. As a consequence of the <br /> 1993 change in the zoning code the existing transfer station is considered a legal, non conforming <br /> use in the M-I district. In addition,the proposed transfer station expansion includes the area west <br /> of Pershing Avenue, which is currently zoned CM (Commercial Manufacturing District). To <br /> bring the site into compliance with existing zoning, the portion of the site east of Pershing would <br /> be rezoned from M-1 to M-2(Heavy Industrial District) and the portion of the site west of <br /> Pershing would be rezoned from CM to M-2. <br /> STREET ABANDONMENT AND LOT MERGER <br /> The portion of Faye Street between Temple Street and Pershing Avenue,the portion of Pershing <br /> Avenue south of the Trinity Community Church, and a small portion of the south end of Temple <br /> Street would officially be abandoned by the City of Stockton prior to project implementation. In <br /> addition, two of the three lots that constitute the portion of the site east of Pershing,Assessor's <br /> parcel numbers 163-230-47 and 163-230-04, would be merged. The street abandonment and lot <br /> merger will be completed prior to implementation of the project analyzed in this SEIR. <br /> E. PLANS AND POLICIES <br /> CONFORMANCE TO LOCAL SOLID WASTE MANAGEMENT PLANS <br /> CITY OF STOCKTON <br /> The City's Non Disposal Facility Element(NDFE) (1994) identifies the Stockton Scavengers <br /> Association Transfer Station as one of the nondisposal facilities4 the City intends to utilize to <br /> 4 Nondisposal facilities include transfer stations,material recovery facilities,and yard waste composting facilities. <br /> Stockton Scavenger Trun.+Jer Station Expansion H.8 ESA/990190 <br />
