H. PROJECT DESCRIPTION • Conditional Use Permit(#92-99) (Planning Commission approval required) • Application to Rezone(#Z7-99) (City Council and Planning Commission approval required); • Revised Solid Waste Facilities Permit(#39-AA-0019)from the California Integrated Waste Management Board (which has Local Enforcement Agency [LEA] authority in Stockton) • Permit to operate refuse vehicles from the San Joaquin Department of Environmental Healt. The facility's existing permit,No. 0033523, which is for 47 vehicles and effective from July 1, 1999 to June 30, 2000,is renewed annually. The current permit is for 47 vehicles and does not include any transfer vehicles; it would be modified to reflect fleet modifications resulting from the proposed transfer station expansion. • Authority to Construct and Permit to Operate from the San Joaquin Valley Unified Air Pollution Control District green waste tub grinder and other non-electric equipment • Stormwater Discharge General Permit(NPDES)from the California Water Resources Board • Building permit, including approval of fire sprinkler system plan • Permit to store and use flammable and combustible liquids from the City of Stockton Fire Department • Lot merger(approval from City of Stockton Department of Public Works) • The site's storm drainage system, which would include an underground drain replacing the existing surface drain on the abandoned portion of Pershing Avenue and the capacity of the site's stormwater detention pond to handle any increased surface runoff resulting from the project, would have to meet the standards of the City's Municipal Utilities Department.
