CHAPTER III <br /> ENVIRONMENTAL SETTING, IMPACTS AND <br /> MITIGATION MEASURES <br /> A. LAND USE <br /> SETTING <br /> REGIONAL SETTING <br /> The City of Stockton is located near the center of San Joaquin County,at the northern end of the <br /> San Joaquin Valley in central California. The Sacramento Valley lies to the north, Sierra Nevada <br /> mountain range to the east, and the delta of the San Joaquin and Sacramento Rivers,part of the <br /> San Francisco Delta system,to the west. The City is approximately 40 miles south of <br /> Sacramento and 60 miles east of San Francisco(See Figure II-1). The principal highways linking <br /> the City to other parts of the state are U.S. Interstate 5 and State Routes 4,99, 88,and 16. <br /> Approximately 53.1 square miles of land lie within the City limits and another 54.8 square miles <br /> of unincorporated lands lie within the City's planning area. <br /> LOCAL SETTING <br /> The Project site is located at 1240 Navy Drive,approximately one-half mile west of Interstate-5, <br /> just north of Charter Way and east of Fresno Avenue. The site is bounded by Navy Drive to the <br /> north,Temple Street and an adjacent property to the west,and adjacent properties to the east and <br /> south. The project site partly encircles an adjacent property located on Pershing Avenue at Faye <br /> Street. Faye Street and Pershing Avenue traverse portions of the project site(see Figure II-2). <br /> EXISTING LAND USES <br /> The portion of the site east of Pershing Avenue comprises 5.8 acres currently used as a small- <br /> volume Transfer Station and includes a small office building, a maintenance building, <br /> maintenance and storage sheds, vehicle cleaning islands, a parking area and a stormwater <br /> detention pond. The portion of the site west of Pershing comprises 3.6 acres, is unpaved, and <br /> currently used for rolloff container storage. <br /> Adjacent land uses include poultry processing,computer board manufacturing, and agricultural <br /> supplies across Navy Drive to the north, a waste hauler to the east and southeast, a materials <br /> handler,agricultural equipment parts dealer, and tire and gas sales to the south,residences to the <br /> west, and a church on Pershing at Faye Street.
