III. ENVIRONMENTAL SETTING,IMPACTS AND MITIGATION MEASURES
A. LAND USE
Street) and directly adjacent to the western site boundary(north of Faye Street), approximately
500 to 530 feet from the eastern end of the materials processing area(i.e.,the sort line and
expansion area for baler). Because the other land uses adjacent to the project site are consistent
with their light industrial and heavy industrial zoning designations, the project would not result in
significant land use conflicts with these uses. The proposed rezoning of the CM district to M-2
would correct an inconsistency between the General Plan designation and the zoning designation,
while rezoning the M-1 district to M-2 would continue to be consistent with the General Plan
designation. If waste processing activities were not buffered by bin storage,or if other industrial
uses less compatible than bin storage were proposed for the western portion of the site, this
impact would require more mitigation.
Mitigation Measures Proposed as Part of the Project
Mitigation Measure A.la: Transfer station operations on Sundays would be limited to the
acceptance of public self haul waste between the hours of 8 a.m. to 4 p.m.,consistent with
agreements between Trinity Community Church representatives and the applicant.
Mitigation Measure A.lb: As part of the abandonment of the portion of Faye Street
between Temple Street and Pershing Avenue, a knuckle would be created at Faye and
Temple (see Figure II-2),precluding site traffic through the residential area.
Mitigation Measure A.le: As required under the City zoning ordinance, the project
applicant would erect and maintain a solid masonry fence a minimum of 6 feet high along
the western boundary of the project site.
Mitigation Measures Identified in This Report
None required.
Significance After Mitigation: Less than Significant.
REFERENCES —Land Use
City of Stockton, City of Stockton General Plan: Background Document and Policy Document,
1990, as amended through November 3, 1998.
City of Stockton,Draft EIR, San Joaquin County Enterprise Zone Project, 1992.
City of Stockton,Non Disposal Facility Element, 1994.
City of Stockton, Planning and Zoning Code, as revised through 1998.
City of Stockton, Source Reduction and Recycling Element, 1992.
San Joaquin County,Integrated Solid Waste Management Summary Plan and Countywide Siting
Element, 1996.
Stockton Scavenger Transfer Station Expansion III.A.7 ESA/990190
