III. ENVIRONMENTAL SETTING,IMPACTS AND MITIGATION MEASURES <br /> B. AIR QUALITY <br /> fuel specifications. As a result of these measures, the projected outdoor ambient air concentration <br /> in California of PM-10 due to particulate matter emissions from diesel-fueled engines is expected <br /> to decrease 43 percent by 2010(Air Resources Board, 1998c). The principal sources associated <br /> with the expanded Stockton Scavenger Transfer Station that emit toxic air contaminants include <br /> on-road motor vehicles (e.g., autos and transfer trucks) and off-road mobile equipment(e.g., <br /> forklifts and loaders). <br /> Odorous Emissions <br /> Because offensive odors rarely cause any physical harm and no requirements for their control are <br /> included in state or national air quality regulations,the SJVUAPCD has no rules or standards <br /> related to odor emissions, other than its nuisance rule. Any actions related to odors are based on <br /> citizen complaints to local governments and the SJVUAPCD. The SJVUAPCD uses screening <br /> distances to determine the potential for odor impacts. Odors have not been an issue at the <br /> existing transfer station. Increased waste handling and greeenwaste processing activities are the <br /> primary odor-generating sources associated with the project. <br /> SENSITIVE RECEPTORS <br /> Land uses such as schools,hospitals, and convalescent homes are considered to be relatively <br /> sensitive to poor air quality because infants and children,the elderly, and people with health <br /> afflictions,especially respiratory ailments, are more susceptible to respiratory infections and <br /> other air-quality-related health problems than the general public. Residential areas are also <br /> considered to be sensitive to air pollution because residents(including children and the elderly) <br /> tend to be at home for extended periods of time,resulting in sustained exposure to any pollutants <br /> present. <br /> Sensitive receptors in the vicinity of the project site include the Trinity Community Church, <br /> located at 1416 Pershing Avenue (within the project site boundaries),residents west of the site <br /> across Temple Street,and residences and hotels/motels located along roadways providing access <br /> to and from the project site. The majority of land uses in the vicinity of the project site include <br /> commercial and industrial uses. <br /> B.2 IMPACTS AND MITIGATION MEASURES <br /> SIGNIFICANCE CRITERIA <br /> A project may be deemed to have a significant effect on the environment if it would: (1)conflict <br /> with or obstruct implementation of the applicable air quality plan(s); (2) violate any air quality <br /> standard or contribute substantially to an existing or projected air quality violation; (3)result in a <br /> cumulatively considerable net increase of any criteria pollutant for which the project region is <br /> non-attainment under an applicable federal or state ambient air quality standard(including <br /> releasing emissions which exceed quantitative thresholds for ozone precursors);(4)expose <br /> sensitive receptors to substantial pollutant concentrations; or (5)create objectionable odors <br /> Stockton Scavenger Transfer Station Expansion III.B.9 ESA/990190 <br />
