DRAFT
the self-hauler to an appropriate area of the tipping floor or the green waste pad so as to avoid
too-close proximity with commercial vehicles.
OUTGOING LOADS
Transfer vehicles would enter the site in the right lane and follow the roadway south and west to
two loadout chutes near the southern boundary of the project site. The roadway would be
constructed approximately 15 feet below grade at the loadout chutes to allow overhead loading of
the trucks from the tipping floor. The roadway would have a 10 percent grade leading down to
the load area and an 8 percent grade leading out. Approximately 38 loaded transfer trucks per
day, averaging approximately 20 tons per load, would transport the trash to area landfills for
disposal. Approximately 36 loads per day of recycled materials, averaging 7 tons per load, would
be transported to market in rolloff vehicles. Approximately 10 loads per day of ground green
waste, averaging 15 tons per load, would be transported off site in transfer trucks for composting
or other uses.
FACILITY MODIFICATIONS
The increased waste flow into the transfer station would require a revision of the site plan
considered in the previous EIR(EIR 5-88). Proposed changes include:
• Revising layout of transfer and materials recovery areas: the transfer area would extend from
the area proposed in the EIR westward to the vicinity of the stormwater detention pond,
eliminating the collection vehicle parking and bin storage areas from this portion of the site.
Vehicles would enter the site near the eastern boundary, east of the area proposed in the EIR.
• Expanding width of the tipping area from approximately 100 feet to 150 feet(including both
non-processable and processable areas).
• Inclusion of area west of Pershing Avenue.
• Abandonment of portions of Pershing Avenue and Faye street.
• Adding green waste processing;the green waste pad would be located east of the proposed
transfer area.
STORAGE AREA
The portion of the site west of Pershing(both south and north of Faye Street, which is to be
abandoned and will become part of the site) would principally be used for storage of rolloff
containers. A roadway would be paved to allow vehicular access through this portion of the site.
Stockton Scavenger Transfer Station Expansion 7 ESA 1990190
Preliminary—Subject to Revision(October 18,1999)
