3.0 ENGINEERING REPORT
Section 17441 of Title 14 requires a Report of Station Information to
contain an engineering report describing the transfer process, waste
quantities and characteristics, and precautions taken to prevent
adverse environmental impacts caused by, or at, the transfer station.
Proposed changes in the quantity of material handled at the transfer
station will impact the station's facilities and operations. There-
fore, this engineering report contains information regarding both
existing operations and proposed changes.
3.1 EXISTING TRANSFER STATION OPERATIONS
As described in Section 2, the Stockton Scavenger Transfer Station
operation is located in the southeastern portion of the Corporation
Yard site. The transfer station currently receives refuse collected
by Stockton Scavenger Association's own roll-off and front-loader
vehicles. Hours of operation at the transfer station are the same as
those of the Corporation Yard: Monday through Saturday from 4 a.m. to
5 p.m.
The transfer operation is conducted within a three-sided rigid frame
steel building with metal side walls and roof. The building is con-
structed on a reinforced concrete foundation and floor slab. The
tipping and waste handling area is confined by steel "crush walls"
which serve to contain the waste within a discreet area and assist in
the loading operation. Figure 4 illustrates the general configuration
of the transfer station and the equipment and facilities.
Waste received at the transfer station is tipped on the floor between
the crush walls. A Caterpillar 920 wheel loader then consolidates the
waste and loads it into the hopper of a stationary compactor.
PJl 1741802.00D 9
cmrnn aeer .:^4ee
