3.0 ENGINEERING REPORT <br />Section 17441 of Title 14 requires a Report of Station Information to <br />contain an engineering report describing the transfer process, waste <br />quantities and characteristics, and precautions taken to prevent <br />adverse environmental impacts caused by, or at, the transfer station. <br />Proposed changes in the quantity of material handled at the transfer <br />station will impact the station's facilities and operations. There- <br />fore, this engineering report contains information regarding both <br />existing operations and proposed changes. <br />3.1 EXISTING TRANSFER STATION OPERATIONS <br />As described in Section 2, the Stockton Scavenger Transfer Station <br />operation is located in the southeastern portion of the Corporation <br />Yard site. The transfer station currently receives refuse collected <br />by Stockton Scavenger Association's own roll-off and front-loader <br />vehicles. Hours of operation at the transfer station are the same as <br />those of the Corporation Yard: Monday through Saturday from 4 a.m. to <br />5 p.m. <br />The transfer operation is conducted within a three-sided rigid frame <br />steel building with metal side walls and roof. The building is con- <br />structed on a reinforced concrete foundation and floor slab. The <br />tipping and waste handling area is confined by steel "crush walls" <br />which serve to contain the waste within a discreet area and assist in <br />the loading operation. Figure 4 illustrates the general configuration <br />of the transfer station and the equipment and facilities. <br />Waste received at the transfer station is tipped on the floor between <br />the crush walls.
