0 • <br />A Solid Waste Facility Evaluation Report, prepared by the California <br />Waste Management Board (CWMB) in March of 1987, indicated that the <br />Stockton Scavenger Transfer Station was in violation of CAC Sec- <br />tion 17411 for exceeding the 100 -cubic -yard -per -day limit without <br />filing a Report of Station Information. The waste quantity informa- <br />tion presented in Table 1 and Appendix B clearly indicates that the <br />station has been operating well below the 100 -cubic -yard -per -day limit <br />for all of 1987. <br />A significant portion of the waste received at the transfer station <br />consists of corrugated cardboard. A hand sorting operation has <br />therefore recently been initiated to recover this material. The <br />sorting operation focuses on loads with a high concentration of <br />corrugated cardboard to optimize recovery efforts and to minimize <br />contact between sorters and non-recoverable wastes. As a safety <br />precaution, sorting operations are not conducted during the unloading <br />of collection vehicles or loading of the compactor. The recovered <br />cardboard is placed and stored loose in 40 -cubic -yard containers and <br />then transported to a secondary materials handler for baling and <br />marketing. Although the recovery program has been in operation only a <br />short time, it has been effective in diverting approximately <br />70,000 pounds of cardboard per month (1.61 tons per day based on <br />5 days per week) from the waste stream. <br />f Tu•� <br />The entire storage maintenance building which houses the transfer <br />operation is furnished with an overhead automatic sprinkler system. <br />Additionally, 2 -inch water hydrants are located at intervals through- <br />out the building to provide increased fire -suppression capability. <br />Numerous dry chemical fire extinguishers are also present throughout <br />the facility. <br />PJ1 1741802.00D 13 <br />r <br />Emofl Associates <br />
