0 • <br />3.1.4 Environmental Controls <br />Odor and Vector Control <br />The nature of the operation at the Stockton Scavenger Transfer Station <br />minimizes the potential for adverse environmental impacts. The mate- <br />rial received at the station contains little food waste or wet garbage <br />and therefore odors are minimized. The characteristics of the refuse <br />and its frequent removal prevent the attraction of birds, rodents, <br />insects, or other vectors. <br />Litter Control <br />The configuration and location of the transfer area enhance the <br />control of debris and litter. Waste is tipped in an area confined on <br />three sides and bordered by a chain-link fence. This configuration <br />prevents litter from being blown away from the immediate transfer <br />area. <br />Dust and Noise Control <br />Because of the characteristics of the refuse received at the transfer <br />station, dust is not a problem. Because of the transfer station's <br />location and surrounding land uses, noise generated at the facility <br />does not constitute a nuisance. No objections or complaints have been <br />received regarding excessive noise emanating from the facility. <br />Prohibited Materials <br />Because the only vehicles allowed to discharge at the site are owned <br />by Stockton Scavenger Association, control of prohibited materials can <br />be closely monitored. The transfer station neither accepts nor han- <br />dles hazardous wastes, special wastes, liquid wastes, or infectious <br />waste.
