1 <br />• <br />Installing a new roof canopy over the enlarged tipping <br />area to prevent precipitation from contacting tipped <br />refuse <br />Figure 5 illustrates the configuration of the proposed modifications <br />to the transfer station. As shown on the figure, the tipping area <br />would be expanded to the north and would utilize space currently used <br />for miscellaneous storage and maintenance work. <br />Operations at the expanded transfer station would be conducted simi- <br />larly to those of the current operation. Refuse would be tipped on <br />the floor in a dedicated area of the transfer station. A wheel loader <br />would then be used to consolidate the waste and load it into the <br />hopper of the Heil HTP 1000 stationary compactor. The compactor would <br />compact the waste into a waiting enclosed compactor trailer for <br />transport to the appropriate disposal site. <br />The Heil HTP 1000 compactor and enclosed compactor transfer trailers <br />are being relocated to the Stockton Scavenger Transfer Station from a <br />related operation in northern California. The capacity of the new <br />compactor is rated by the manufacturer at approximately 1,000 cubic <br />yards of incoming waste per hour. Since total waste flow at the <br />facility is estimated to be only 1,500 cubic yards per day, the new <br />equipment will have more than adequate capacity to handle the in- <br />creased waste flow. The existing stationary compactor, which has a <br />capacity of approximately 250 cubic yards per hour, will provide <br />backup transfer capabilities if the new equipment unexpectedly breaks <br />down. <br />Installation of the new compaction equipment at the transfer station <br />will not only increase the capacity of the station but will also <br />reduce the number of outgoing transfer vehicles per unit cubic yard of <br />incoming refuse. This will be accomplished by using compaction <br />trailers with a volume of at least 65 cubic yards versus using the <br />PJ1 1741802.00D 17 <br />Emcon Associates <br />
