F . The operation is conducted within a three-sided rigid frame <br /> steel building with metal side walls and roof . The building <br /> is constructed on a reinforced concrete foundation and floor <br /> slab. The tipping and waste handling area is confined by <br /> steel "crush walls" which serve to contain the waste within <br /> a discreet area and assist in the loading operation. <br /> Waste received at the transfer station is tipped on the <br /> floor between the crush walls . A caterpillar 920 wheel <br /> loader then consolidates the waste and loads it into the <br /> hopper of a stationary compactor, The compactor is then <br /> used to compact the refuse into a closed 40 cubic - yard <br /> roll-off container which when full, is transferred to <br /> Foothill landfill, Harney Lane landfill, City of Stockton <br /> landfill , Forward Inc . landfill or Lovelace Transfer <br /> Station. <br /> G. Resource recovery conducted at Stockton Scavengers Transfer <br /> Station include corrugated cardboard, metals , office and <br /> computer paper, plastic , glass , wood and garden refuse . <br /> Recovered materials would be stored loose in roll-off <br /> containers until full , then transported to secondary <br /> materials buyers . If quantities and market conditions <br /> warrant, a baler may be added to the facility to increase <br /> the efficiency of the recovery operation . A combination of <br /> mechanical and manual processing techniques will be utilized <br /> to recover recyclable materials , Commercial and industrial <br /> loads containing high concentration of recyclables will be <br /> diverted to a dedicated area for tipping . Loads will be <br /> processed using a combination of screens , conveyors , and <br /> manual picking stations to recover the recyclable materials . <br /> Public recycling will be encouraged through a consumer buy- <br /> back program. <br /> Neither batteries or waste oil are accepted at the transfer <br /> station. However, if either batteries or waste oil are <br /> found, batteries will be stored in a specially designated <br /> container and waste oil will be stored in a 500 gallon <br /> storage tank . Both batteries and waste oil will be held for <br /> a period of not longer than 90 days and will be collected by <br /> industrial recyclers . Hazardous waste such as batteries or <br /> oil shall be handled in a manner approved by the Enforcement <br /> Agency and or the Board . <br /> H . Stockton Scavenger Association's load-checking program is <br /> designed to identify and remove from the municipal waste <br /> stream hazardous and other prohibited wastes which are <br /> delivered to the facility . Since the only vehicles allowed <br /> to discharge at the site are owned by 'Stockton Scavenger, <br /> the control of prohibited waste can be closely monitored. <br /> Stockton Scavenger customers are notified of the facility's <br /> policy regarding the acceptance of hazardous and other <br /> prohibited wastes . This notification is by means of posted <br /> signs , handouts , decals , and other mechanisms . All Stockton <br /> Scavenger personnel receive training in the following areas ; <br />
