education in the effects of hazardous substances , procedures <br /> for identifying prohibited materials , and notification and <br /> response procedures . Personnel trained are collectors , <br /> entrance personnel , equipment operators , load-checking <br /> staff, and management . Training is tailored to each <br /> employees respective responsibilities . <br /> If any prohibited wastes are identified or suspected during <br /> any of these activities , the person delivering the wastes <br /> will be informed that prohibited wastes are not accepted at <br /> the transfer station, that the wastes must be removed from <br /> the site, and the arrangements for proper disposal must be <br /> made . <br /> Incoming loads are initially screened at the generator's <br /> site and secondarily screened on the tipping floor for the <br /> presence of hazardous waste or otherwise prohibited wastes . <br /> Surveillance of loads by transfer station personnel is <br /> conducted on a regular basis . Random waste inspections by <br /> trained personnel involve a more extensive examinations of <br /> the waste stream and occurs on the average of five <br /> inspections per week . <br /> If hazardous materials are discovered at the facility, and <br /> technician will remove the prohibited wastes from the <br /> municipal waste stream and attempt to ascertain the identity <br /> of the generator. Facility personnel will, in cooperation <br /> with the regulatory agencies , seek to obtain the cooperation <br /> of identified generators . Pending the return of such wastes <br /> to the generator, Stockton Scavenger will store the <br /> prohibited wastes in a specially designated container. <br /> Any prohibited hazardous wastes that can not be returned to <br /> the proper generator will be characterized, segregated in <br /> the proper hazard class , securely stored for 90 days or <br /> less , and disposed of at an approved facility . <br /> Anticipated changes in design and operation in the next five <br /> years are as follows . Impacts of these changes have been <br /> evaluated in the EIR/EIR5-88/SCH88120516 <br /> 1 . A set of scales will be installed at the corporation <br /> yard site . <br /> 2 . A baler may be added to the facility to increase the <br /> efficiency of the recovery operation. <br /> 3 . Installing a stationary compactor, in the <br /> area presently used for tipping and consolidating <br /> refuse . <br /> 4 . Construct a new materials recovery/transfer building to <br /> completely enclose the portion of the transfer station <br /> that includes the tipping area, the waste storage area, <br /> the stationary compactors , and the transfer trailers <br /> and roll-off containers being loaded with materials . <br />
