A Negative Declaration (SC H# 96102011)
adopted for a tomato waste and tomato mud spreading operation was
included in the package in support of the permit action.
From CI 's perspective (with respect to CEQA) , the project
consists of the addition of 12.5 acres to the total permitteol.
acreage. The changes or activities having to do with land
application of cannery waste do not come under the Board's
jurisdiction® Furthermore, the impacts of those activities,.._....
e.g. , an increased number of vehicles entering the facility'1;
1;
would not extend beyond those levels already analyzed for in.tht§
existing permit. In that context it could be determined that the
project constitutes a minor or negligible expansion of use and is
categorically exempt under CEQA Guidelines section 15301 - 7
Existing Facilities. in- that case, a Notice of Exemption Umit bea_:
'filed following project approval (refer to CE QA Guidelines
section 15062) . CIWMR would file a similar document on its
behalf with the State clearinghouse.
Note, however, that any futures hanges or modifications at the
facility may require CEQA compliance. For example, a proposal to
change the lands preading area to a parking lot or storage area
for the MRF/transfer station would require additional
environmental analysis.
it you have any questions regarding the content of this letter,
or if I can be of further assistance, please contact me at
(916) 255-3880.
CC.
