Enforcement .Division <br /> CALIFORNIA INTEGRATED WASTIN K&MGMIZNT BOARD <br /> Subject-s ' Tracy Material Recovery & Transfer Facility <br /> (SWFP# 39-AA-0024) Permit Revision, San Joaquin County <br /> Per your request, Z have reviewed the CROA requirements for the <br /> draft permit package prepared for the Tracy Material Recovery <br /> Transfer Facility. A Negative Declaration (SCH# 96102011) <br /> adopted for a tomato waste and tomato mud spreading operation was <br /> included in the package in support of the permit action. <br /> From CI 's perspective (with respect. to CEQ ) , the project <br /> consists of the addition, of 12.5 acres to the total permitted <br /> acreage. The changes or activities having to do with land <br /> application of cannery waste do not come under the Board's <br /> juriadiction. Furthermore, the impacts of these activities, <br /> e.g. , an increased number of vehicles entering the facility, <br /> would not extend beyond those levels already analyzed for in the <br /> existing permit. in that context it could be determined that the <br /> project constitutes a minor or negligible eansion of use and i <br /> categorically' exempt under CEQA Guidelines section 15301 - <br /> Existixagr Facil i tisa In that Case, a Notice of Exemption may be <br /> filed following project approval (refer to CEQA Guidelines <br /> section 15062) . CIWMB wouldfile a similar document on its <br /> behalf with the State Clearinghouse- <br /> Note, <br /> lea ingho s -Note, however, that any future 'changes or modifications at the <br /> facility may require C QA compliance.
