The proposed tomato waste operations do not <br /> currently fall within the Board's scope of authority. <br /> II. SUMMARY: <br /> History The Tracy Material Recovery & Transfer Facility was <br /> issued a Solid Waste Facility Permit (SWFP) on April 4, 1994, <br /> allowing composting (yard green) , Material Recovery, and Large <br /> Volume Transfer Station operations to be conducted on 39 .2 acres . <br /> Project Description This project will reflect, in the Tracy <br /> Material Recovery & Transfer Facility SWFP, the addition of 12 .5 <br /> acres of land to the site. <br /> Description of Operations Advisory No. 12, recommends that LEAs <br /> not accept applications for non-traditional facilities or <br /> operations. Staff consider the operations associated with this <br /> project to be non-traditional . The following is a summary of the <br /> amendment, dated September 20, 1996, to the Tracy Material <br /> Recovery and Transfer Facility's 1993, Report of Facility <br /> Information. <br /> The 12 . 5 acre site is accessed through the Tracy Material <br /> Recovery and Transfer Facility. The 12 .5 acre parcel of land is <br /> located south and adjacent to the Transfer Station. <br /> During cannery season, July through November, the facility will <br /> accept up to 18 cubic yards per week of tomato waste and up to 40 <br /> cubic yards per day of tomato mud, to be spread on approximately <br /> 11 acres. The tomato waste will be deposited on the ground and <br /> eaten by cattle within 48 hours. The tomato mud will be spread <br /> in thin layers (1 to 3 inches) and stirred within 24 hours to <br /> promote drying. This procedure will be repeated until the <br /> material is dry. When dry, the waste will be disked into. the <br /> soil . The amended soil will be used to grow hay or clover. <br /> III. ANALYSIS <br /> Requirements for Concurrence with the Solid Waste Facility Permit <br /> Pursuant to Public .Resources Code, Section 44009, the Board has <br /> 60 calendar days to concur with or object to the issuance of a <br /> Solid Waste Facility Permit. Since the proposed permit for this <br /> facility was received on January 23, 1997, the last day the Board <br /> may act is March 24, 1997. <br /> The LEA has submitted a proposed permit to the Board. Staff have <br /> reviewed the proposed permit and supporting documentation and <br /> have found the permit to be acceptable for the Board's <br /> consideration of concurrence.
