The facility is located southeast of the City of Tracy in the <br /> unincorporated portion of San Joaquin County and has been in operation since 1994. The facility operates as a <br /> transfer station,material recovery facility and composting operation. The facility has a full solid waste facility <br /> permit. <br /> This pre-permit inspection was conducted per a permit application from the operator to change an LEA permit <br /> condition. At the time of the inspection,the permit for the Tracy Material Recovery and Transfer Facility stated <br /> under LEA condition"M"that,"Personnel working with the `load screening program' and on the tipping floor shall <br /> have 40 hours of OSHA training on spill containment,personal protective equipment,and on the handling of <br /> household hazardous materials." The Tracy Material Recovery and Transfer Facility was the only transfer station <br /> and material recovery facility in San Joaquin County with this requirement. The permit was revised so that LEA <br /> condition"M"read,"Personnel working with the load screening program shall be trained to recognize hazardous <br /> wastes. All employees shall be provided with personal protective safety equipment." The Permitting and <br /> Enforcement Deputy Director concurred with the proposed permit on on July 15,2003. The LEA issued the permit <br /> to the operator on July 15,2003. <br /> VIOLATIONS <br /> The inspection identified no violations of Division 30,Public Resources Code,Title 14,California Code of <br /> Regulations,Division 7,Chapter 3,Minimum Standards for Solid Waste Handling and Disposal or Title 14, <br /> California Code of Regulations,Division 7,Chapter 3.1,CIWMB Composting Operations Regulatory <br /> Requirements. <br /> Continents: During the inspection of the transfer station it was observed that there were no dust control measures in <br /> place. However,according to the LEA and operator,dust has never been a problem at the site. No vectors or <br /> accumulation of litter was observed. The operator stated that they receive up to 300 tons per month of construction <br /> and demolition(C&D)waste. The C&D waste pile was located separately from the transfer station and the <br /> composting operation. The pile was not excessive. (See Figure 1.) The composting pile was odiferous,however, <br /> no objectionable odors were noted at the adjacent transfer station or off site.
