San Joaquin Street <br />Stockton, CA 95201 <br />RE: TRACY MATERIALS RECOVERY & TRANSFER FACILITY <br />SOLID WASTE FACILITIES PERMIT <br />EB 93-397, T72 <br />Dear Mr. Padilla: <br />In regards to your review of the Report of Station Information and the Report of Composting Site <br />Information for the Tracy Materials Recovery and Transfer Facility. Enclosed are two copies each <br />of the revised pages to be inserted into your two copies of the above reports. Revisions were made <br />per your letter dated January 18, 1994. The following is our response to your comments concerning <br />the RSI in the order listed in your letter: <br />1. The hazardous waste screening program was revised to state that a hazardous waste locker is <br />available on-site adjacent to the MRF/Transfer Building. This was added to page 4 in the <br />appendix for both the RSI and RCI. <br />A The phone numbers and adresses of emergency contact personnel were completed and resumes <br />of management personnel included in an appendix in both the RSI and RCI. <br />/3. The disposal of cannery waste at the facility was deleted from the project description. <br />—4. All floor drains within the MRF/Transfer Building are to be discharged into an above ground <br />tank for of -site disposal. However, the runoff from the truck wash was intended to be plumbed <br />into a sand/oil separator and connected to a subsurface disposal system. If this is also not <br />allowed, that runoff can also be discharged to an above ground storage tank. <br />5. A hazardous waste generator EPA identification number has been applied for, a copy of the <br />application is included as Appendix K in the RSI. <br />6. The local fire department is in the process of reviewing the preliminary design for the on-site <br />fire protection system and will give their approval prior to submission of the builidng permit. <br />7. A summary table of traffic volumes for incomming waste material vehicles, outgoing waste <br />material vehicles and the recovered material vehicles is included in the RSI.
