Construction &Demolition/Inert Debris Facility Report
Tracy Material Recovery facility and Transfer Station
30703 S. MacArthur Drive, Tracy, California 95377
Water will be pumped from the retention basin for facility use in operations,
including fire and dust control.
The retention basin has been designed to retain all surface water runoff resulting
from a 100-year, 24-hour storm event. Site personnel will regularly inspect and
maintain the drainage ditches and basin.
Odor Control
Odors are not typically encountered at inert debris (Type A) or construction and
demolition debris facilities due to the nature of inert materials. Potentially
odorous residual materials from C&D debris boxes will be at the facility for
no more than 48 hours. All residuals will be delivered to a permitted transfer
station or landfill.
Site Restoration
The- proposed facility is not designed with a pre-scheduled termination date.
However, once the facility ceases operations, Tracy MRF & TS will comply with
the site restoration requirements of 14 CCR §17384.1. This will include cleaning
the operations area and any on-site structures—and proper disposal, reuse or
recycling—of all residues including, but not limited to construction and demolition
and inert debris, and other materials related to operations, in addition to cleaning
and removal of all processing equipment. The LEA will be notified at least 30
days prior to site restoration activities commencing.
Description of Methods to Comply with Title 14
The facility will employ methods to comply with the state minimum standards
from the California Code of Regulations- Title 14 listed below:
• Article 6.2. Operating Standards
• Article 6.3. Record Keeping Requirements
• Article 6.35 Additional Operating Requirements for Facilities Only
Article 6.2 Operating Standards [14 CCR 17407.1 – 17410.4]
Burning Wastes and Open Burning [14 CCR 17407.1]
Burning wastes are not accepted. Any burning wastes that are inadvertently
received in C&D debris boxes will be separated from other combustible
materials, placed in a safe area away from operations areas or other potential fire
hazards, spread, and fire extinguished using the existing water hoses normally
applied to dust suppression or other firefighting equipment, as necessary. There
will be no open burning on-site.
16 170.18 CDI FacReport 05081313
