Construction &Demolition/Inert Debris Facility'Report <br /> Tracy Material Recovery facility and Transfer Station <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> during windy periods to avoid creating fugitive dust. Onsite processing buildings <br /> will be equipped with misting systems. Site operations will cease temporarily <br /> should dust become uncontrollable. <br /> The entrance area of the facility will be routinely cleaned to prevent offsite <br /> tracking of sediment. Tire cleaning devices may placed at the exit to remove <br /> debris from vehicle tires and prevent offsite tracking of sediment, as needed. <br /> Hazardous, Liquid and Special Wastes [14 CCR 17407.51 <br /> Only non-hazardous, dry wastes are accepted at the site. No liquids are <br /> accepted. Typical unacceptable materials include liquid wastes, putrescible <br /> refuse, paint containers, aerosol cans, batteries, and friable asbestos. Should <br /> these materials be discovered they will be segregated with particular care to <br /> eliminate or control dust, fumes, vapors, or gasses to protect worker and public <br /> safety, prior to their removal from the facility. <br /> The. greatest likelihood of hidden hazardous waste being in the waste stream <br /> occurs in the C&D debris boxes. The debris boxes are dumped in the processing <br /> area and spread out for sorting. Hazardous materials discovered during dumping <br /> may be cause for rejection of the entire load or removal of said materials by the <br /> deliverer for proper disposal. The loads are screened for unacceptable materials <br /> IV y employees helping with the sorting process. Unacceptable materials are <br /> extracted from the waste, stored, and eventually recycled (latex paint) or <br /> disposed of properly. Remaining unacceptable materials are detected during the <br /> hand sorting and transfer process. <br /> The HHW will be stored within a HHW storage locker at the adjacent MRF & TS <br /> building. The HHW storage container and the .storage area conform with the <br /> requirements of 22 CCR 66265.170 and HHW will be transported by the operator <br /> or a licensed vendor to a permitted facility for proper handling and/or disposal <br /> within 90 days. <br /> Litter Control [14 CCR 17408.1] <br /> Wind blown litter and residuals are removed daily, including from underneath <br /> equipment and other out-of-the-way locations, by site personnel to prevent <br /> accumulated material from interfering with safe operation. A daily (at minimum) <br /> site walk by facility personnel focuses on ensuring that wind-blown litter is picked <br /> up and a clean appearance maintained. The site is surrounded by fencing as <br /> shown on site plans in the Figures section, which prevents litter from blowing <br /> from the facility onto public roads or neighboring property.
