Transfer/Processing Report <br /> Tracy Material Recovery and Transfer Facility <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> Compost Facility: <br /> The Report of Compost Site Information for the composting facility is found in <br /> Section II of this document; it includes an Odor Impact Minimization Plan (OIMP) <br /> that is being proposed and will be incorporated as part of this Solid Waste Facility <br /> Permit revision process. <br /> Hazardous Waste Exclusion Program <br /> Tracy will not intentionally accept hazardous wastes, including paint, and special <br /> wastes. <br /> Should unauthorized hazardous wastes be discovered during the transfer process, <br /> control measures as necessary to protect public health, safety and the <br /> environment will be implemented by Tracy, such as elimination or control of dusts, <br /> fumes, mists, vapors or gases shall be taken prior to isolation or removal from the <br /> operation or facility. <br /> Liquid wastes and sludges will not be accepted or stored at the Facility. <br /> The loadchecking protocol for the Tracy Material Recovery and Transfer Facility <br /> consists of the following: <br /> • The curbside collected MSW, recyclables, and organic waste will have already <br /> been initially screened by the collection driver before the load arrives at the <br /> site. Remaining unacceptable materials are detected during the transfer <br /> process. <br /> • Only non-hazardous wastes are accepted at the site. Typical unacceptable <br /> materials include liquid wastes, paint containers, aerosol cans, and friable <br /> asbestos, which will be stored inside of the MRF Building or C&D Processing <br /> Area upon detection. <br /> All loads are visually checked as they are transferred. Debris boxes are <br /> checked at pickup and during the tipping and sorting process. <br /> ® The greatest likelihood of hidden hazardous waste, special wastes, or other <br /> prohibited wastes being in the waste stream occurs in the debris boxes and <br /> annuals. The loads are visually screened for unacceptable materials by <br /> employees helping with the transfer and/or processing. Unacceptable materials <br /> are extracted from the waste and stored in a Title 22-compliant hazardous <br /> waste storage locker at the facility, where it is handled by a licensed contractor <br /> to manage. As each debris box is numbered, the unacceptable waste can be <br /> traced back to its origin, if necessary. Tracy experiences a very low incidence <br /> of unacceptable waste being mixed in the debris box material. Tracy provides <br /> debris box customers with a written list of acceptable and unacceptable <br /> materials. <br /> 28 <br />
