Transfer/Processing Report <br /> Tracy Material Recovery and Transfer Facility <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> • Hazardous wastes, special wastes, or other prohibited wastes may be <br /> discovered and segregated during the tipping of recyclable materials loads at <br /> the Facility which employees are properly trained to handle. Hazardous wastes <br /> are stored at the HHW storage areas and collected within 90 days by a <br /> licensed hazardous waste handler. Electronic waste is properly stored and <br /> collected by e-Recycling of California (or another permitted vendor) within 90 <br /> days. Treated wood wastes are segregated, containerized, and disposed of at <br /> an approved landfill within 90 days of receipt. Appliances requiring the removal <br /> of Freon or mercury switches are stored for less than 60 days until collected or <br /> delivered to a metals processor. Fluorescent tubes and batteries are <br /> containerized for less than 60 days pending transportation to AERC Recycling <br /> Solutions (or another permitted vendor). <br /> Litter Control <br /> Litter is removed daily, including from underneath equipment and other out-of-the- <br /> way locations, by site personnel to prevent accumulated material from interfering <br /> with safe operation. A daily (at minimum) site walk by facility personnel focuses <br /> on ensuring that wind-blown litter is picked up and a clean appearance <br /> maintained. The site is surrounded by fencing as shown on the Site Plan, which <br /> prevents litter from blowing from the facility onto public roads or neighboring <br /> property. Portable litter fences may be utilized, as needed, dependent upon wind <br /> conditions and direction. <br /> The operator will enforce a mandatory Carping policy for vehicles using the facility <br /> to cover all loads to mitigate roadside litter and dust generation around the facility. <br /> Medical Wastes <br /> Medical waste will not be accepted, and is strictly prohibited, at the Facility. Should <br /> medical waste be identified at the facility, the LEA would be notified immediately. <br /> Where a solid waste collector is suspect that medical waste may be commingled <br /> with MSW at the point of generation, the solid waste collector will load check the <br /> bins prior to collection at the point of generation, and will not collect the loads <br /> where a visual inspection would indicate that medical waste is present. The <br /> collector would also notify the LEA of the medical waste identification. <br /> Transfer Facility: Should the medical waste be found in those loads, by visually <br /> identifying the medical waste "red bag" or containers, the LEA will be contacted <br /> immediately, to alert them of the medical waste identification. A registered <br /> hazardous waste handler will be contacted, with guidance from the LEA, as <br /> needed, to recover the medical waste from the MSW loads at the Transfer Facility. <br /> Material Recovery Operations: Should sharps or other medical waste be identified <br /> on the recyclables pick line or C&D processing area, the supervisor will be alerted, <br /> a trained employee would remove the waste from the pick line, and the waste <br /> would be stored in an approved medical waste storage container, located in <br /> 29 <br />
