Report of Composting Site Information
Tracy Material Recovery Facility and Transfer Station
30703 S. MacArthur Drive, Tracy, Ca. 95377
• Personnel monitoring the temperatures will be trained in proper
placement of probes and standard operating procedures, which will
be utilized whenever possible to aid in eliminating variables.
• Points for probe insertion are constructed into the cover and are
designed to produce the most representative readings of internal
temperatures.
Extended Aerated Static Pile
An extended aerated static pile is operated essentially in the same way as the
elongated aerated static pile. However, new feedstock is placed alongside and up
against the previously placed material. The turning cycle and time for compost
completion is essentially the same as for the elongated aerated static pile. The identity
of each ASP cell is designated by an identification number in the control system and on
the operations diagram. All information pertaining to each pile will be calculated and
stored in the computerized control system (and documented in site records) which will
allow instant identification of pile status (e.g. start date, temperature readings and
historical profile, air flow, and sampling) and allow site personnel to isolate material
waiting testing results.
Following ASP composting (approximately 45 days) the material is cured an average of
15 to 30 days. The finished product is then stored on-site until the product is shipped off
to market.
"Clean Green Material" Production
In addition to capability to compost material, the operator seeks the flexibility to produce
a "clean green material" from select loads of clean green material, yard trimmings, and
wood waste.
The "clean green" material may be used on-site in the ASP system, or will be used as a
mulch product for sale off-site. The mulch material, up to 150 TPD, could be a back-
hauled in outgoing transfer trailer, thereby not contributing to the expected traffic loading.
"Chipping and Grinding Operations" are described in 14CCR §17852(a) (10) means an
operation, that does not produce compost. A chipping and grinding operation may be
located within a Full Solid Waste Facility Permitted facility, such as this compost facility.
An overview of site operations for the "clean green material" production is presented:
• "Clean green material" will only be produced from incoming loads of yard trimmings,
grass clippings, and some brush.
• The green material will be processed within 7 days of receipt.
• "Clean green" material will not stay on-site for more than 30 days. Either the material
will be transported off-site to be sold as mulch or composted on-site.
17
