Report of Composting Site Information <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 S. MacArthur Drive, Tracy, Ca. 95377 <br /> "Clean green material' will be sampled at a frequency of one composite of twelve <br /> samples for each 5,000 cubic yards consistent with 14 CCR §17868.1. Samples will be <br /> analyzed for metals consistent with 14 CCR §17868.2. The Site Manager shall maintain <br /> records of sample collection and analytical results. <br /> Additional Uses of Materials <br /> The MRF/TF- proposes the use of the following significant waste stream that is a <br /> non-organic material. These materials are incorporated in the compost process: <br /> Top Soil Mixing Operations <br /> Soils could be available from many different sources; commercial, residential, <br /> construction and demolition, and land clearing. Residual soil is typically found in loads <br /> of green material from commercial and residential sources when the generator is <br /> disposing of the green material in bins or at the curb in a pile. The soil will be stockpiled <br /> near the green material-tipping pad until such time there is sufficient quantity to <br /> transport the soil to the soil mixing area. <br /> Soils storage for use in the topsoil mixing would occur where there is available pace in <br /> the composting area. Soil that exhibits indications of chemical contamination based on <br /> odor, color, or texture will be evaluated by the Site Manager and returned to the hauler <br /> and/or sampled and tested by a state certified laboratory. Soil used for mixing <br /> operations will be sampled and tested prior to blending to assure the safe use of <br /> products sold by the composting facility. <br /> Manufacturing topsoil is performed in a manner to match the market for which it is <br /> intended. Custom blends could be designed for golf courses, nurseries, and <br /> landscapers. The sources of the materials to be used in the custom blends would be the <br /> soil delivered on-site blended with compost. Other raw material that may be added <br /> includes sand, and spoils from on-site excavations. <br /> Depending on the blend, the desired amount of compost is delivered to the soil mixing <br /> area where the soil from the other sources has already been placed. A front-end loader <br /> blends the material while a water truck or piped irrigation system, when needed, is <br /> spraying the materials and the mixing process to control dust and to add moisture to the <br /> custom blend. The trommel may also be used to mix soils. After the mixing is finished, <br /> the soil is either loaded into a subcontracted transport vehicle for off-site deliveries, or it <br /> is transported on-site for storage until the material can be delivered to the market. <br /> B.
