Construction &Demolition/Inert Debris Facility Report
Tracy Material Recovery Facility and Transfer Station
30703 S. MacArthur Drive, Tracy, California 95377
Table 9 — Mixed C&D Debris Storage Volumes
Storage of Materials Maximum Proposed Capacity
Gate Tonnage 400 TPD
30-day tonnage amount for 12,000 Tons
maximum operations
Maximum permitted storage of 12,000 Tons
unprocessed and processed
material
Conversion at 500 pounds per cubic 48,000 Cubic Yards
and
Storage piles will be limited in size to maintain worker safety and conform to the
facility's fire control plan. Mixed C&D debris piles will not exceed 50 feet in width
and 20 feet in height; this will allow for water or fire-retardant foam coverage by
firefighting equipment, which is continuously maintained and available, and keep
the materials within reach of excavating equipment. Site personnel will be trained
in fire recognition, use of fire extinguishers and other basic firefighting equipment,
and emergency procedures. Debris piles will be separated by a minimum 20 foot
access area for heavy equipment, water trucks, and fire trucks or other
firefighting equipment.
Potential sources of ignition will be isolated from combustible materials. No
smoking will be allowed within operations areas. On-site equipment is properly
maintained to minimize excess heat or spark generation.
Stockpiles of wood debris will be visually inspected and monitored regularly for
temperature. Prior to the temperature of unprocessed feedstock reaching 122°F,
the materials will be removed from the facility for proper handling or disposal.
Continuous cycling of materials considerably minimizes the likelihood of
biological decay that causes temperature increases.
Due to the proper implementation of a fire prevention plan, the 15 day limits on
storage of unprocessed materials, the strict loadchecking program, and routine
site inspections by Site Manager, the risk of fire will be minimal.
Inspections
This facility will submit to monthly inspections from the Local Enforcement
Agency (LEA) to verify compliance with state minimum standards for this
operation. The San Joaquin County Environmental Health Division is the Local 's
Enforcement Agency that will be enforcing the Transfer/Processing Regulations
on behalf of the California Integrated Waste Management Board.
Boundaries
13 170.18 CDI FacReport 02121313
