Report of Composting Site Information
Tracy Material Recovery Facility and Transfer Station
30703 S. MacAurthur Drive, Tracy, Ca. 95377
Digestate from anaerobic digestion facilities — that has already undergone several days
of in-vessel composting prior to delivery to the facility — may be composted in windrows
if it does not create odor problems. If the already composted digestate is malodorous
then it will be placed in the aerated static pile system. Anaerobic digestion digestate
that has not undergone in-vessel composting prior to delivery will be placed in the
aerated static pile system.
Composting Process Overview
An overview of the various composting processes is presented below:
Elongated Windrow Method
• Incoming trucks will be received and weighed at the scale located at the facility.
Scale personnel will also direct haulers to the composting facility after a cursory load
check. Appropriate signage in conformance with the requirements of 14 CCR
§17867(a)(7) will be placed within the composting facility.
• The source-separated green materials and co-collected organics delivered to the
compost facility will be directed to the receiving area. The compost facility personnel
will typically conduct a load check upon deposition. Contaminated and non-
compostable materials will either be returned to the hauler or placed in a bin located
near the receiving area.
• Some material may arrive already processed, but if not, the material will be
processed in a grinder in the Processing Area and deposited directly into the
windrows. A front-end loader will be used to feed the material into the grinder. The
ground material will be formed into elongated windrows for on-site composting.
• The material is formed into trapezoidal-shaped windrows. Windrow dimensions will
depend on the type of windrow turner used, but are typically up to 20 feet wide, 8
feet high, and have varying length. Windrows are separated by an access road for
windrow loading, monitoring, watering, and turning.
• At each composting location, the identity of each windrow is designated by an
identification number on the site composting schematic. All information pertaining to
each pile will be documented in site records, allowing identification of pile status
(e.g. start date, temperature readings, turnings, and sampling) and allowing site
personnel to isolate material awaiting testing results. The numbers assigned for
each pile will be unique and will not be repetitive.
• The temperature and moisture of the windrow materials will be monitored and
controlled, and the windrows turned on a regular basis so that the composting
process is maintained. New materials will subsequently be added to the newest side
to lengthen the windrow. A front-end loader and/or a windrow turner will be used to
turn the windrows. Windrows will be turned to meet the time and temperature
requirements as discussed below, wind permitting, for an anticipated period of ten to
fourteen weeks.
11
