Report of Composting Site Information <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 S. MacAurthur Drive, Tracy, Ca. 95377 <br /> • Water will be added as necessary to the compost windrows to maintain the <br /> appropriate composting moisture and control dust. A water truck, dedicated to the <br /> compost facility, will be used to spray water while driving down the pathways <br /> between the windrows. The frequency of spray irrigation will vary with the season. <br /> The water truck will also be used to control dust generation during grinding or <br /> screening and be available for fire protection. <br /> • During the pathogen reduction phase, the process of turning windrows provides <br /> sufficient oxygen to sustain the biological activity and keep the material at a <br /> temperature of 55 degrees Celsius (131 degrees Fahrenheit), or higher, for a period <br /> of 15 days, or longer, which meets regulatory pathogen reduction requirements (14 <br /> CCR §17868.3). There will be a minimum of 5 turnings of the windrow during a 15- <br /> day period during which readings such as temperature and oxygen content are <br /> monitored and documented on a daily basis. For management purposes, upon <br /> completion of the pathogen reduction phase, temperature of the windrows is <br /> measured as needed to properly manage process and minimize fire danger and <br /> produce optimum end product. When the desired level of decomposition has been <br /> achieved, the compost materials will be screened, then moved to the curing areas <br /> for a six-week period or left in place until shipment from the site. <br /> • Compost product will be sampled at a frequency of one composite of twelve samples <br /> per each 5,000 cubic yards for the metals constituents required by 14 CCR <br /> §17868.2. <br /> • At the start of all composting cycles, temperatures will be taken and recorded daily <br /> to confirm satisfactory results. Temperature measurements will be taken at 1.5 to 2 <br /> feet below surface for the elongated windrow process. The minimum frequency for <br /> temperature readings for composting method will be based on a 200 cubic yard <br /> volume per reading. <br /> Procedures for takinq temperatures: <br /> • Temperature probes 3 feet long, with a dial on one end and a <br /> thermocouple on the other will be used for taking temperatures. <br /> • Depths at which the temperatures will be taken as discussed <br /> above. <br /> • The same person taking the temperatures using the same <br /> technique each time will be utilized whenever possible to aid in <br /> eliminating variables. <br /> • Points for probe insertion shall be chosen to produce the most <br /> representative readings of internal temperatures. <br /> The total time feedstock remains at the facility using the elongated windrow method is <br /> approximately 13 weeks. After the compost process, the material will be cured an <br /> average of 30 days. The finished product will be stored on-site until the product is <br /> shipped off to market. <br /> 12 <br />
