Report of Composting Site Information Tracy Material Recovery Facility and Transfer Station 30703 S. MacAurthur Drive, Tracy, Ca. 95377 ® • Screening - Ground materials are screened into various sizes depending on the product to be produced. Contaminants are removed. • Wood Products - Various products such as mulch, landscape chips, and co- generation fuel are stored or shipped off-site. • Windrowing - Some of the ground materials are placed in windrows for composting. The rapid decomposition phase of the process will take approximately 12 weeks. The curing phase of the composting process will take approximately 8 weeks. • Aerated Static Pile - Some of the ground materials, particularly those with food waste content greater than 20%, are placed in aerated static piles for composting. • Screening - Finished compost will be screened based on the product to be produced. • Storage - Finished compost products are moved to a storage area or shipped off- site. Material Processing and Load Checking When a truck enters the facility, it is weighed and the organic material is unloaded from the trailer. The facility's scale personnel are trained to screen incoming vehicles for presence of unacceptable wastes. This applies to those wastes delivered by commercial haulers, governmental agencies, self-haulers or landscapers. The composting facility personnel training programs will include instruction in methods to observe incoming loads and to check for the receipt of unacceptable materials. The key employees include the scale personnel, composting facility load check personnel, equipment operators, and the site manager. All loads will be checked and ground prior to loading the feedstock into the mixing equipment. Physical damage to equipment, which can occur from inert debris, such as concrete, metal rebar, and engine parts, is too great to ignore and affects production of a quality product. The Local Enforcement Agency will be notified of the identification, segregation, acceptance and disposition of any serious unlawful delivery of hazardous materials identified through this load check program. Any such items shall be handled and disposed of by trained personnel in accordance with applicable law and regulation. Hazardous Waste Exclusion Program Only non-hazardous organic wastes are accepted at the site. The greatest likelihood of hidden hazardous waste being in the waste stream would occur in loads of post- consumer food wastes from restaurants or mixed with yard wastes. All incoming material will be checked following the load-checking program previously described. 19
