Report of Composting Site Information
Tracy Material Recovery Facility and Transfer Station
30703 S. MacAurthur Drive, Tracy, Ca. 95377
Excluded Materials
Materials other than those described are excluded from the site. There are no plans to
process hazardous waste or wastewater treatment waste streams on the site at this
time. The composting of unprocessed mammalian tissue, including but not limited to,
flesh, organs, hide, blood and morrow is expressly prohibited, except when from the
food service industry, grocery stores, or residential food scrap collection programs. The
composting of medical wastes is expressly prohibited.
Special Occurrence Loq
14 CCR §17869(b) requires the compost operator to maintain general record keeping
for special occurrences. A special occurrences log will be maintained at the facility. The
log will include the following special occurrences or information: fires, flooding, earth
movement, unusual and sudden settlement, injury or property damage accidents,
explosions, discharge of hazardous or other unacceptable materials, disposition of
material exceeding established limits, or other unusual occurrences. A site operations
log comprising all safety, production, load checking, monitoring, and public complaints
will be maintained. These logs will be kept at the Site Office. The Site Manager is
responsible for maintaining these records. He is also responsible to see that records
are available to the appropriate regulatory agencies.
Composting
• Green Material, andCo-collected Yard and Green waste
Co-collected yard waste and green waste (maximum 20% food waste) may be
composted in traditional, open windrows. The windrows may be up to 8 feet in height,
20 feet in width and vary in length from 350 to 500 feet.
• Composted Digestate
Anaerobic digestion digestate that has already undergone several days of in-vessel
composting prior to delivery to the Tracy MRF/TS and CF may be composted in
windrows if there are not odor problems. If the already composted digestate does
produce an odor problem then it will be placed in the aerated static pile system.
Tracy MRF/TS and CF will keep the windrowed material at a temperature between 131
and 160 degrees Fahrenheit for a fifteen-day period, turning the windrows a minimum of
five times throughout those fifteen days in order to reduce pathogens. Each day during
the pathogen reduction period, at least one temperature reading will be taken a
minimum of every 150 feet of windrow and the temperatures will be taken 12 to 24
inches below the pile surface. Tracy MRF/TS and CF will keep accurate records of the
fifteen-day pathogen reduction period, plus all other temperature records, until each
windrow reduces to a temperature below 131 degrees Fahrenheit. The temperature
records will be stored at the onsite office. After the fifteen-day pathogen reduction
period, Tracy MRF/TS and CF will continue to turn the windrows as needed,
approximately every three to seven days; the composting time will typically take two to
three months. Tracy MRF/TS and CF will also conduct temperature monitoring on all
20
