0 0
approximately 1 mile plus south of the facility. The remainder of the land around the
site is in annual rangeland with no houses. Since the winds do blow in the southeast
direction, the off-site residences to the southeast would be the most susceptible to any
odors produced on-site.
METHOD FOR ASSESSING THE ODOR IMPACTS
S.K.S will adopt a preemptive odor management plan by monitoring odors at the site at
least two times a day, seven days a week. S.K.S. facility managers, office personnel,
and the on-site USDA Inspector will evaluate the site daily for any potential release of
objectionable odors. This will be done in the morning as employees arrive at the
poultry facility. Odors will also be monitored in the early afternoon when the Delta
breezes pick up and odors could shift or move. Through quarterly staff meetings it will
be conveyed to every employee that they will all be responsible for reporting any odors
to upper management. The findings will be communicated to the main office on-site
and they will be documented and addressed in a timely manner.
If any questionable or objectionable on-site odors are detected by S.K.S. personnel, the
following protocol will be implemented:
• An investigation will be conducted to determine the likely source of the odor.
• Once the source of the odor is detected it will be determined what can be done to
reduce and/or eliminate the odor or causal agent.
• S.K.S. investigators will determine in which direction and how far the odor has
traveled by noting the current wind pattern and surveying the site perimeter as
well as off-site areas if possible.
• If it is determined that the odor impacts have occurred, they will be addressed
promptly.
• Every odor causing event will be documented for operational review.
COMPLAINT RESPONSE PROTOCOL
All odor complaints should be brought to the attention of S.K.S. management. S.K.S.
employees, delivery driver, neighbor(s), etc., should state their concern of any odor(s) to
the office immediately. The office personnel will then contact the on-site facility
manager(s)who will be responsible for assessing where the odor is originating and what
can be done to eliminate it. A complaint log will be generated stating the time, date,
climate condition (hot, sunny, cold, raining, foggy, etc.), wind direction, and source of
odor for review and resolution of the problem if it persists.
7
