NTRAL VALLEY%GIONAL WATER QUAUT%ONTROL BOARD
4 December 1992
DISCHARGER: Nyet Yong
LOCATION & COUNTY: 18401 Atkins Road, Lockeford, San Joaquin County
CONTACT M : Manuel Arevalo, Facility Manager
INSPECTION DATE: 2 December 1992
INSPECTED BY: Louis F. Pratt
ACCOMPANIED BY: Manuel Arevalo, Dor. Chesney (consultant)
OBSERVATIONS AND COMMENTS:
This inspection was conducted at the request of Alan Beidermann, San Joaquin County
Health Service. Mr. Beidermann said that the County has ordered the facility owner Mr.
Yong to cease drying poultry manure at the site and go back to using manure ponds which
were abandoned prior to 1984. I was informed that neighbors have complained about
odors and flies associated with the manure drying.
The inspection revealed that dry manure had been fairly well cleaned -up and hauled -off.
The drying bed is somewhat rough and thorough clean-up is not possible. Some -threat of
run-off continues to exist.
Two of the three waste ponds have areas where the banks have been broken down. Some
repair work will need to be done on those ponds. Since the layer houses are scraped,
water will be added to the manure to liquify it. The plan is to have the liquid manure
hauled off-site for use as fertilizer.
Don Chesney tested soil samples taken by Mr. Arevalo. Clay content was well in excess
of 10%; however, the amount of gravel appears to be high. I asked if Mr. Chesney could
resample the ponds and check for gravel as well as clay. Mr. Arevalo approved.
In the past the use of the pond proved unsatisfactory. However, with good management
practices, and hauling liquid manure off-site, the use of the ponds may be an
improvement in waste management.
INSPECTION SUMMARY:
The present waste management practices pose a threat to water quality. Use of the
ponds and off-site hauling may reduce the threat to water quality.
ouis F. Pratt
-1and and ef-Water Resource Specialist
12/4/92:LFP:Idj
